It determines eligibility for grants, scholarships, work-study, and federal student loans. HESC is the state agency that helps people pay for college. HESC administers the Tuition Assistance Program (TAP) and 25 other grant, scholarship, and loan programs, guarantees federal student and parent loans, offers guidance for college planning, and provides a highly-rated 529 college savings plan.
